When a user is not logged off a network USB key properly, due to the application crashing or other network problems, the license is retained by the license manager until the idle timeout is reached.
By default the Network USB keys have an idle timeout set by AFT applications to be 12 hours.
The timeout value can be reset by modifying the control.aft file in the application folder. Add the USBIdleTime line to the [CONTROL FLAGS] section. The value is set in minutes. The following will set the idle timeout to 2 hours (120 minutes).

Setting the idle timeout to a very low value could cause problems where users lose their licenses while they are away from the application. Care should be used in setting this value.
If they set it to a low value and leave the computer idle over lunch they could lose work when the application shuts down.
If the user is hung up already they can stop and re-start the license manager.
If DebugTokens = True then information about setting the timeout value is written to the tokens.dbg file.
